Art 1 Definitions:

As used in this Law, the following terms shall have the following meanings .

Minister :

Means Minister of Posts, Telegraphs and Telephones.

 

Ministry :

Means Ministry of Posts , Telegraphs and Telephones or any other departments determined by the Minister.

 

Letters :

Means post letter items defined in the agreements.
 

Agreements :

Means all postal agreements that have been concluded or ratified by the Sultanate . 

Tariffs :

Means fees and charges collected by the Ministry against the offered service

 

Regulations :

Means the regulations for this Law issued by the Minister.

Art 2  

The Ministry shall solely render all the postal services in the Sultanate such as acceptance, transport and distribution of local and foreign letters and parcels . It also offers registration service, money orders and postal savings, sale of postage stamps and other services . The Minister may assign some of these services to agencies or individuals as defined in the regulations.

Art 3

  Fees collected by the Ministry against the offered services, shall be determined in accordance with the provisions and regulations of this Law and according to postal agreements.
Art 4  

All postal items accepted by the Ministry for transmission and delivery shall be the property of the sender unless delivered to the addressee or expiry of the period fixed by the regulation in accordance with the provisions of the Art. That follows.

Art 5

  The right of claim of the above items shall be waived in the following cases :

a)      If these items are confiscated according to provisions of this Law or any other laws ;

b)      If the retention period of these items expired under the executive regulations of this Law . In both cases the above items shall be the property of the Ministry .
