Art 6  

All postal staff, agents , and individuals shall observe  “ Secrecy “ of the postal items which they handle . Certain exceptions of secrecy shall be permitted for security and judicial reasons :

a)      Protecting the security of the State and its regime .

b)      Conducting criminal investigations for which orders or judicial provisions are issued .

Art 7

 

 

 

All inward and outward postal Items shall be exempted from fees if such items are already exempted from such fees under the postal agreements .

Art 8

 

 

The Ministry shall be liable for, partially or wholly, damage or loss of registered items posted against a receipt. The Ministry shall pay the indemnity amount in accordance with the rules, except for loss or damage of a registered item due to a case of force majeure or to a sender’s fault without violation of the provisions of this Law and the agreements.

Art 9

 

The Ministry shall not undertake postal services in respect of prohibited materials under the laws and regulations prevailing in the Sultanate or under the postal agreements.

The insertion of any of the referred materials inside the postal items, imported or exported, shall not be admitted.

Art 10

 

 

If it is suspected that there is a certain prohibited materials inside the postal items, the Ministry shall have the right to open such items subject to an official record. If this avails of a criminal offence, such materials accompanied by minutes of opening shall be referred to the competent authorities to take the necessary legal action. The perished items shall be disposed off in accordance with the applicable  rules.  

Art 11

 

 

A committee for selection of postage stamps issued by the Ministry shall be set up by the Minister. Decisions of such committee shall also be approved by the Minister.

Art 12

 

 

Any violator of the provision of Art (2) of the Law shall be punished by imprisonment for a period not exceeding one year and a fine not exceeding a sum of RO (1000) or, by one of the two punishments, the shop where such violation of the law has taken place shall be closed and the equipment shall be confiscated.

Art 13

 

 

Violation of the obligation set out in Art (6) of this Law shall be dealt with under the Oman Penal Code, and the violator shall be prosecuted.
